Can I give a cat Sudafed or Neo-Synephrine drops in nostrils? She is not responding to any other URI treatment

She has been to two vets and been sick since April. She has had two steroid shots in two months. She sits in a bathroom with a Vicks steam vaporizer for part of each day. She is getting steroid nasal drops. She takes Clavamox pills. She takes 500mg l-lysine tablets twice a day. Help! My vets say they “don’t know” if Sudafed tablets or Neo-Synephrine drops are OK in cats, but some Web sites say they are. I also want vet to prescribe Famvir antiviral tablets but so far he’s “checking on it.”
P.S. Yes, the cat had X-rays. No problem in sinuses found other than feline herpes rhinitis. She is on her second vet. She is a black-and-white fat cat but getting thinner as she doesn’t want to eat much except a little Fancy Feast. She won’t eat the dry food she loved for years.
